Only getting half speed with 2.5GB PCIE Adapter

My Xfinity plan is for 1.1G down and 300M up. I am able to get the 300M up but only get 610M down on PC with wired connection. I have a CM3000 cable modem, a RS200 router, and a TX201 adapter.
I get 900M on my phone and 1.2G on my tablet but cannot get over 610M on my PC.
